Abstract:The "Toxic Substances Control Act" (TSCA) is an important regulation on the environmental management of industrial chemicals in the United States, but it has exposed many problems during the implementation of nearly 40 years. In 2016, the TSCA amendment was formally signed and became effective. The revised Act was entitled the Frank R. Lautenberg Chemical Safety for the 21st Century Act (LCSA). This paper details the major revision points of LCSA, analyzes the positive significance of the revision, sorts out the specific implementation plan of the new law, follows up and studied the implementation progress of the LCSA. Combined with the current situation of environmental management for chemicals, proposes to accelerate the formulation of regulations on chemical environmental management, build synergetic control system, improve the environmental management of new chemical substances, establish the data base for the exsiting chemicals, set up technical systems for risk assessment..
