我国农技推广体系的机制创新及经验研究

Mechanism innovation and experience research on Agricultural Technology Extension Service in China

摘要:

创新公益性机构与社会化组织融合发展机制,对于完善我国农技推广体系和建立现代农业经营制度具有重要意义。本文基于实地调研,采取案例研究和对比方法,提炼了典型模式,分析农技推广机制创新的经验,提出完善我国农技推广体系的对策。结果表明,我国农技推广体系机制创新,形成了政府主导下组织再造、社会化组织有偿服务、政府购买服务、农科教推协同推广4种模式。基层实践推动了我国农技推广体系变革,公益性推广服务职能得到拓展、农技供给结构发生变化、社会化服务市场快速发展、政府主导作用日益突出。新形势下,需要进一步强化政策顶层设计、深入推进公益性机构改革和提高政府对农技推广的管理能力。

Abstract:

The innovation of welfare institutions and the integration of social organizations is of great significance to improve the system of agricultural technology extension and the establishment of modern agricultural management system. Based on the field investigation, case study and comparison method are used to extract the typical models and analyze the experience of the innovation of agricultural technology extension mechanism. We also put forward the ideas of improving the agricultural technology extension system in China. The results show that the innovation of the system mechanism of agricultural technology extension in China has formed the government led organization reengineering model, the government purchase service model, the agricultural science and education promotion model and the social organization paid service model. The grass-roots practice has promoted the transformation of agricultural technology extension system in China. The function of public service promotion and service has been expanded, the structure of agricultural technology supply is changing, the social organization promotes the development of service market, and the leading role of the government is becoming more and more prominent. Under the new situation, we need to further strengthen the design of the top level of policy, deepen the reform of public welfare institutions and improve the government management ability to agricultural technology promotion.
