美国政府为保护公共利益，建立了针对政府交易参与方失信行为管理制度，即记录参与政府交易方失信行为的排除名单制度。本文以美国国家科学基金为例，分析科研领域严重失信行为管理的目标、运行机制及基础支撑，试图对美国政府管理科研失信行为制度进行解析。

The credit system in the United States is among the most developed in the world. In order to safeguard public interest, the US government has established a credit management system that’s applicable to governmental trading participants, i.e. Excluded Parties List System that committed severe misconduct.
