以大气污染防治重点区域“三区十群47个重点城市”为研究对象,在考虑非期望产出的情况下构建资源投入—环境治理两阶段工业生产治理模型,采用网络超效率EBM模型测度2016年各城市工业生态绿色发展水平,即工业生产效率、环境治理效率及工业综合生态效率。研究结果显示:三区十群工业生态绿色发展水平、能源经济投入产出效率、污染治理效率及综合生态效率十分不均衡,整体来看,东南沿海城市群工业生态绿色发展水平较高,阶段效率及整体工业生态效率相对较优,西北内陆城市群较低。本文依据各城市群生态效率特征对其生态经济绿色健康发展提出合理化建议。

Taking "47 key cities in three regions and ten groups and " as the research object, a two-stage industrial production control model of resource input-environment governance was constructed under the consideration of non-expected output. The EBM model of network superefficiency is used to measure the green development level of industrial ecology in 2016, that is, the efficiency of industrial production, the efficiency of environmental treatment and the comprehensive ecological efficiency of industry. The results show that the green development level of industrial ecology in ten groups of three regions, the input-output efficiency of energy economy, the efficiency of pollution control and the comprehensive ecological efficiency are very uneven. On the whole, the industrial ecological green development level of the southeast coastal urban agglomeration is relatively high. The stage efficiency and the overall industrial ecological efficiency are relatively superior, and the northwest inland urban agglomeration is relatively low. According to the characteristics of ecological efficiency of urban agglomeration, this paper puts forward some reasonable suggestions on the green and healthy development of ecological economy.
