中英高校科技成果转移转化比较研究及经验借鉴

高校在英国国家创新体系中发挥着至关重要的作用。为将英国大学强大的科研成果优势转化为经济增长的动力,英国政府针对高校科技成果转化颁布实施了一系列卓有成效的政策。通过对牛津大学、剑桥大学、卡迪夫大学、清华大学和中山大学等高校科研竞争力、科技成果转化政策、方法与模式的对比分析,剖析英国对研究管理体制和科研评估系统的创新改革举措与成效,借鉴英国高校科技成果转化的先进经验,为我国深入实施创新驱动发展战略,构建创新型国家,促进高校科技成果转化提供有益参考。

Abstract:

As universities play a vital role in the British national innovation system, a series of effective policies for the technology transfer in universities were promulgated and implemented, in order to transform the advantages of the powerful scientific research achievements into the driving force of economic growth. According to the scientific research competitiveness study of Oxford, Cambridge, Cardiff University, Tsinghua University, Sun Yat-sen University and Shanghai Jiao Tong University, the innovation reform of the British research management system and evaluation system were analysed. Drawing on the advanced experience of scientific and technological achievements transformation in British Universities, it will provide useful reference for implementation of innovation driven development strategy, construction of an innovative country and transformation of scientific and technological achievements in universities.
