Abstract:Human capital can promote innovation in theory, but the empirical test showed different results. In essence, the role of human capital in technological innovation was closely related to economic development level and innovation model. This paper studies both the effects of educational human capital and different levels of educational human capital on regional technological innovation. The empirical results showed that education human capital had a positive role in promoting technological innovation whether it was the eastern, central and western regions. However, the influence different levels of educational human capital had on regional technological innovation were diversity. Primary human capital and technological innovation was significantly negatively correlated while advanced level of human capital has positive influence on technological innovation, whether it was the eastern, central and western regions. However, secondary human capital had a significant positive effect on the technological innovation only in the western region.
