协同政府视角下当前我国科技计划项目资金管理改革分析

Analysis on the Reform of Management of Science and Technology Programs Projects and Funds in China from the Perspective of Coordinated Government

摘要:

本文运用协同政府理论，对2014年以来中央和地方科技计划项目资金管理改革的路径、特点和突出问题进行分析，提出下一步改进的思路，即：进一步加强中央的引导和信息沟通，在重点领域推进地方形成共识、协同改革创新并相互促进；进一步明确程序和规则，统一制度规范，建立联合决策、监督机制。同时，从加强科技计划、资金监管、项目管理专业机构建设、落实科研诚信要求的协同等方面提出具体建议，以期更好地发挥协同效应、形成合力、扩大改革政策影响和作用。

Abstract:

Based on the theory of coordinated government, This paper analyses the paths, characteristics and prominent problems of reform of central and local S&T programs projects and funds management since 2014, and puts forward the ideas for further improvement, that is, to further strengthen the guidance and information communication of the central government, promote local consensus in key areas, coordinate reform and innovation, and promote each other; to further clarify procedures and rules, unify system norms, and establish joint decision-making and supervision mechanism. At the same time, specific suggestions are put forward in terms of strengthening the coordination of S&T programs, fund supervision, construction of project management professional organizations, and implementation of scientific research integrity requirements, so as to better exert synergy effect and expand the impact and role of reform policies.
