摘要:

创新驱动发展评价的核心是创新驱动发展实现程度的评价,根据实现程度的不同可以分为创新发展阶段和全面发展阶段,前者突出知识产权制度创新、知识产权与产业融合度评价,后者突出创新、绿色、协调、开放和共享五大发展理念评价。通过回顾分析世界主要创新型强国的发展历程和成功经验,给出了创新驱动发展评价的判断标准和评价指标体系,结果显示,从省级区域层面看,仅北京、上海和天津进入创新发展阶段,这与其强化研发投入、提升专利质量、发展技术市场、培育科技服务机构等举措是紧密相关。

Abstract:

The evaluation of Innovation-Driven Development should focus on the assessment of the contribution degree of innovation to Development not the innovation capability. According to the contribution degree, Innovation-Driven Development can be divided into innovation-development stage and all-round development. The former stage should put more emphasis on evaluation of intellectual property system, intellectual property system and emerging industry. The latter stage should focus on the assessment of Innovation, green, harmonious, open and shared five development ideas. Comparing with the main innovation-oriented countries, we can get some evaluation criteria and evaluation Indicator for China Innovation-Driven Development. The results show that only Beijing, Shanghai and Tianjin three provinces have entered the innovation-development stage, which are related to high R D intensity, high patent quality, prosperous technology market and good science and technology service agents.
