当今全球科技竞争不断向基础研究前移。本文分析了广东省基础研究队伍建设的问题与原因,探讨了建设高水平基础研究队伍的相关措施。研究表明,广东省基础研究发展虽然取得了一定进展,但仍然相对薄弱。究其根本,主要存在人才支持力度与方式、科研管理模式、人才评价机制、成果转化不完善等四方面原因。通过借鉴国内外基础研究人才队伍建设经验,建议广东省以重大人才工程实施、核心关键技术攻关、高水平基础研究平台建设、人才发展环境优化为四大抓手,以新的更大作为开创基础研究发展新局面。

Nowadays, global science and technology competition is moving forward to basic research because of its important role in building an innovative country. This paper explores the problems, causes and relative measures of construction of high-level basic research talents in Guangdong Province. It is found that although some progress has been made in the development of basic research, it is still a short board in Guangdong Province as a result of the imperfection of funding ways, scientific research management mode, evaluation mechanism and research findings commercialization. It suggests that Guangdong should further implement Major Talent Program, spare no efforts to break through the core key technology, build high-level basic research platform and optimize the environment for talent development.
