管理创新的探索：北京大学科研“精准管理”实践

科研管理越来越重要地影响着科研活动的水平和效率,科研创新也越来越需要有不断创新的科研管理做支撑。在国家提出创新驱动发展战略的新的历史时期,传统的科研管理观念及模式面临着重大挑战,亟需改革。针对国内科研管理中存在的问题,北京大学科学研究部在不断的实践探索中提出了“精准管理”的科研管理理念,即通过覆盖全谱系和全过程的管理,为科研人员提供高水平、高质量的个性化服务。北京大学“精准管理”实践取得了一定成效。本文通过总结北京大学科研 “精准管理”的理念和实践,期望启发国内科研管理同行共同探索管理创新的新思路和新实践。

Abstract:

Scientific research management is becoming more and more important to influence the level and efficiency of scientific research activities, and scientific research and innovation also needs more and more sophisticated support from the scientific project manager vice versa. In the new historical period of innovation driven development strategy, traditional scientific management concept and model faces a significant challenge so that it is urgent to reform and improve. Toward the existing generic scientific research management problem in China, Office of Scientific Research of Peking University proposed a new concept of scientific management, namely “Precision Management”. In the framework of such new concept, a high level and high quality “Personalized Service” is delivered to the whole spectrum of scientists and the whole process of project management. Fruitful results are achieved in Peking University through the application of “Precision management”. In this paper, we depicted the theoretical framework and the application scenarios of “Precision management”. We hope our exploration and practice can inspire our peers for a better and sustainable improvement of the scientific management in China.
