技术应用与开发项目是城投公司科技创新项目中的一类重要项目，对该类项目的绩效进行评价，是城投公司科技创新能力评价的一个重要方面。基于项目全过程视角，从项目的必要性、可行性、风险性、项目的执行情况、组织管理情况和项目的经济、环境、社会、科技效益出发，构建了一套全面而系统的技术应用与开发项目绩效评价体系；提出了基于AHP-灰色关联度模型的技术应用与开发项目绩效评价方法，并以J城投公司为例，对其近3年内开展的12个技术应用与开发项目进行了绩效评价，并针对该公司科技创新工作提出了相应的对策建议。

The technology application and development project is an important item in the city construction science and technology innovation project. The evaluation of the performance of this type of project is an important aspect of the evaluation of the scientific and technological innovation capability of the city construction (group) company. Based on the project's entire process perspective, starting from the project's necessity, feasibility, risk, project implementation, organization and management, and the project's economic, environmental, social, and technological benefits, a comprehensive and systematic set of technology applications was established. Develop a project performance evaluation system; propose a technology application and development project performance evaluation method based on the AHP-gray correlation model; take J City Construction Group as an example, conduct 12 technical application and development projects in the past 3 years. Performance evaluation, and put forward corresponding countermeasures and suggestions for the Group's scientific and technological innovation work. That is, instead of standing at the level of the enterprise group to study corporate innovation capabilities.
