Zhejiang Innovation ability Index Study

摘要:

创新能力是一个国家或地区经济实力的集中体现。本文通过深入分析现有区域创新能力评价指标体系的不足，基于创新主体从投入产出和规模水平角度出发构建浙江省创新能力指标体系，并运用综合指数法测算2010-2016年浙江省创新能力指数情况。结果表明：浙江省综合创新能力指数逐年递增，2012年和2016年增幅明显；院所创新能力得分略高于创新环境和企业，而高校创新较为波动，增长缓慢；创新规模增长快于创新水平，创新投入增长快于创新产出。

Abstract:

Innovation ability is a concentrated expression of the economic strength of a country or region. Through an in-depth analysis of the deficiencies of evaluation index system of the existing regional innovation ability, this paper constructs the innovation ability index system of Zhejiang Province from the perspective of the innovation actors and taking into account the innovation input-output and the scale of innovation, and applies the comprehensive index method to measure the innovation ability of Zhejiang Province from 2010 to 2016. The results show that the comprehensive innovation ability index of Zhejiang Province has been increasing year by year with significant growth in 2012 and 2016; the score of innovation ability of institutes is slightly higher than that of the innovation environment and enterprises, while the innovation ability of colleges and universities is relatively fluctuating with slow growth. The innovation scale has outgrown the innovation level and the innovation input has grown faster than the innovation output.
