城市雨洪管理海绵城市战略探析

近年来,极端降雨所造成的洪涝灾害在我国频发。本文旨在对我国应对城市雨洪的海绵城市战略进行全面回顾。本文首先对作为海绵城市提出背景的城市洪涝灾害及其成因进行了分析。其次对海绵城市的内涵、目标、技术方法进行了总结和讨论。然后分析了海绵城市在执行过程中面临的多重挑战,包括技术复杂性,缺乏协同管理能力,资金缺口,因地制宜的实施计划,经济效益评估难等。最后,本文给出了应对以上挑战的策略。

Abstract:

In recent years, urban pluvial flooding caused by extreme rainfall have frequently occurred in our country. This article aims to make a comprehensive review of our country"s sponge city strategy for dealing with urban stormwater floods. First, this paper analyzes the urban flood disasters and their causes. Then, the connotation, goals and technical methods of the sponge city are summarized and discussed. Sponge City faces multiple challenges in the implementation process, including technical complexity, lack of collaborative management capabilities, funding gaps, implementation plans, and economic evaluation. Finally, this article gives measures for dealing with these challenges.
