区域人工智能产业发展战略研究

Research on the Development Strategy of Artificial Intelligence Industry in a Region

摘要:

我国国家层面2017年已经出台人工智能产业发展的规划计划文件,部分经济发达省市迅速出台了规划计划文件响应,然而,有关区域人工智能产业发展战略的研究甚少,尚未形成系统理论。在进行国内外研究与产业政策现状分析后,分析了人工智能产业的基本理论,凝练了人工智能产业的产业特点、产业关联关系、产业构成和发展所需的基础条件。提出了区域人工智能产业发展战略的构成要素,认为应由“三发一划一策”(即发展定位、发展目标、发展方向、规划计划、扶持政策)构成,给出了每个构成要素的内容及推导方法。以湖南省为例,详细剖析了该区域的人工智能产业现状,提出了该区域的产业发展战略,并提出了针对湖南省发展人工智能产业的系列政策建议。

Abstract:

At the national level, the planning and programming documents for the development of the AI (Artificial Intelligence) industry have been published in 2017. Some developed provinces and cities have made rapid the planning and programming documents for responding. However, there is poorly researched on the development strategy of the AI industry. The systematic theory of the development strategy of the AI industry is not formed yet. After discussing the current situation of research and industrial policy at home and abroad, the basic theory of the AI industry is analyzed, and the industrial characteristics, inter-industrial correlations, industrial structure and basic conditions for the development of the AI industry are condensed. The components of the development strategy of the regional AI industry are put forward. The development strategy of the regional AI industry consists of three developments, one plan, one policy including development orientation, development goal, development direction, planning and programming, supporting policy. The content of each component of the development strategy of the regional AI industry and the deducing method is given. Taking Hunan as an example, the present situation of the AI industry in the region is discussed in detail, and the industrial development strategy of the region is put forward. A series of policy recommendations for developing the AI industry in Hunan is put forward.
