海绵城市建设作为推进我国新型城镇化建设的战略性举措,其与PPP模式的结合已经引发社会各界的关注,其中海绵城市PPP项目运作方式的选择研究成为焦点问题,基于此,构建了最优组合赋权法与可拓物元相结合的海绵城市PPP项目运作方式选择模型。首先,结合海绵城市的特质与PPP项目运作方式的特点确定海绵城市PPP项目运作方式选择指标体系,然后引入G1主观赋权法与信息熵客观赋权法求解各指标最优权重,并运用可拓物元理论计算各PPP项目运作方式的关联度,以确定与项目最契合的运作方式,最后,以我国首批海绵城市建设试点城市之一“嘉兴市”的PPP项目运作方式选择,验证了该选择模型的适用性与科学性,能够为海绵城市的建设发展提供一定帮助。

The construction of sponge city as a strategic move to promote China"s new urbanization construction, its combination with the PPP model has caused concern from all walks of life, in which the selection of PPP operation mode in Sponge City has become the focus of the problem. Based on this, building a model for the selection of PPP operation mode in Sponge City based on the optimal combination weighting method and the extension matter elements. Firstly, combining the characteristics of the sponge city and the characteristics of the PPP project operation mode, the selection index system of the operation mode of the sponge city PPP project is determined, and then the G1 subjective weighting method and the information entropy objective weighting method are introduced to solve the optimal weight of each index, and using the extension matter elements theory to calculate the relevance degree of each PPP project"s operation mode to determine the operation mode that is most suitable for the project. Finally, choose the mode of operation of the PPP project “Jiaxing City” -one of the first pilot cities for sponge city construction in China as an example, to verify the applicability and scientificity of this selection model, which can provide some help for the construction and development of a sponge city.
