专利质量评价是政府或企业在投融资决策、技术产权转让、科研成果评价等过程中的核心问题，目前得到理论界与实务界越来越多的关注。本文通过对国内外现有的评价指标体系、评价模型以及专利质量含义等相关内容的调研与梳理，拟从技术、法律、经济三个视角出发构建专利质量评价指标体系；并针对现有评价方法的不足，提出运用直觉模糊层次分析法确定指标权重和利用模糊评价法对专利质量进行评估的综合评价模型。结合案例分析说明该模型可行性与有效性，为专利质量评价提供了一个更具科学性与实操性的新思路。

The evaluation of patent quality is the core problem in the process of the decision-making of investment and financing, the transfer of technical property rights and the evaluation of scientific research results by the government or enterprise. It is now gaining more and more attention in the theoretical and practical circles. By investigating and combing the existing evaluation index system, evaluation model and the meaning of patent quality at home and abroad, it decides to construct the patent quality evaluation index system from the three perspectives of technology, law and economy. Then, in view of the shortage of the existing evaluation methods, this paper proposes a comprehensive evaluation model, that is, using intuition fuzzy analytic hierarchy process to determine index weight and fuzzy evaluation method to evaluate patent quality. Using an example to prove the feasibility and effectiveness of the method. It aims to provide a new idea that is more scientific and practical for the evaluation of patent quality.
