Abstract:Talent policy is an important support for the implementation of innovation driven development strategy. The introduction policy of high-level talents has become one of the key tasks at all levels governments of China. A comparative analysis of the high-level talent introduction policies between eastern and western regions will help clarify the regional characteristics and differences of talent policies, and promote the rational and orderly flow of talents. Based on analysis of policy texts, this paper takes Sichuan province and Jiangsu Province as example, compared their high-level talent introduction policy from the definition of talent, field scope, financial support, life security, incentive measures and post training and other aspects to find the similarities and differences. The research is help for improving high-level talent introduction policy of China, ensuring implementation of innovation driven development strategy, and promoting coordinated development of eastern and western regions of China.
