金砖国家绿色增长与二氧化碳排放脱钩潜力的国际比较研究

International Comparative Study of Decoupling Potential between Green Growth and CO2 Emission in BRICS Countries

摘要:

作为全球新兴经济体——金砖国家，拥有能源消费大国、能源生产大国乃至人口增长大国，二氧化碳排放与减排前景不容乐观，如何实现二氧化碳排放脱钩、实现国家绿色增长及发展的可持续目标关乎着全球二氧化碳减排的共同命运。在Tapio脱钩理论指导下，强调国家绿色增长与二氧化碳排放脱钩的潜力问题，首先，构建金砖国家绿色增长评价指标体系，并对2000-2015年间金砖五国绿色增长水平进行科学、系统测度；在此基础上，计算金砖五国2000-2015年间二氧化碳排放的脱钩弹性；最后，结合绿色增长评价水平，计算得到金砖五国的二氧化碳排放的脱钩潜力水平，提出了提升金砖五国二氧化碳排放脱钩潜力的对策措施。

Abstract:

As a global emerging economy, the BRICS countries such as big energy consumer country, large energy producing country and even fast population growth country have faced pessimistic potential of carbon dioxide emission reduction. How to achieve decoupling of carbon dioxide emission and green growth as well as development target is the common destiny of global carbon dioxide reduction. Based on Tapio model, this article focuses on decoupling potential of carbon dioxide emission and constructs evaluation system of green growth and completes the empirical evaluation of BRICS countries. Then, the decoupling elasticity of carbon dioxide emission in BRICS countries has been calculated. Finally, the decoupling potential has been evaluated according to green growth evaluation results and decoupling elasticity. Meanwhile, some suggestions have been proposed in order to improve decoupling potential of BRICS countries.
