广东省能源消费总量控制面临问题及对策建议

摘要:

能源是现代化的基础和动力,事关现代化建设全局。在解读我国能源消费总量控制相关政策要求的基础上,通过国际国内多维度对标指出广东省能源消费水平处于国内领先、国际先进地位,但面临国家下达的能源消费总量控制指标缺口以及总量与强度控制指标不匹配、制约结构清洁低碳化、难以支撑重大项目、统计纳入炼化项目非能耗、约束电气化进程等6大问题,提出严控新增煤炭消费,大力发展绿色低碳能源,创新统计考核机制等针对性措施建议,以期为广东省有效推进能源消费总量控制工作提供参考。

Abstract:

Energy is the foundation and driving force of modernization. This paper interprets the relevant policy requirements of energy consumption control in China. Through synthetically considering the relationship between the country"s control index and the actual energy consumption demand of Guangdong"s economic growth, intensity control, clean and low carbonization of structure, new energy demand of major projects, non-energy statistics of refining and chemical projects, electrification development trend, etc., it analyzes the problems of energy consumption control in Guangdong. It puts forward some corresponding measures and suggestions, such as controlling the new demand of coal and innovating of statistics and appraisal method, in order to provide reference for the implementation of energy consumption control.
