Abstract:This paper selected the panel data of 1988-2016 in 11 provinces and cities in the coastal area, used the C-D production function and the Solow residual method, combined with the degree of spatial correlation, then calculated and compared the contributions of scientific and technological progress in marine fishery in coastal areas during the 12th-five-year period. Research shows that the contribution rate of scientific and technological progress in marine fisheries in the coastal areas is higher than 55%, there are regional differences but no significant spatial correlation, and technology has become the main driving force for the growth of marine fishery. Based the development ideas of innovation, coordination, green, openness and sharing and idea of high-quality development currently, we proposed the related policy recommendations to improve the contribution rate of marine fishery science and technology progress, to promote the modern fishery industry transformation and upgrading and healthy development.
