选取沿海地区11个省市1988-2016年的面板数据，运用C-D生产函数和索洛余值法，结合空间关联度，测算并分析了沿海地区海洋渔业科技进步贡献率差异。研究表明，“十二五”期间沿海地区海洋渔业科技进步贡献率均高于55%，存在区域差异但不存在显著的空间关联，科技已成为海洋渔业增长主要动力。最后，基于当前五大发展理念和高质量发展背景，提出了提高海洋渔业科技进步贡献率、促进现代渔业产业转型升级及健康发展的相关政策建议。

This paper selected the panel data of 1988-2016 in 11 provinces and cities in the coastal area, used the C-D production function and the Solow residual method, combined with the degree of spatial correlation, then calculated and compared the contributions of scientific and technological progress in marine fishery in coastal areas during the 12th-five-year period. Research shows that the contribution rate of scientific and technological progress in marine fisheries in the coastal areas is higher than 55%, there are regional differences but no significant spatial correlation, and technology has become the main driving force for the growth of marine fishery. Based the development ideas of innovation, coordination, green, openness and sharing and idea of high-quality development currently, we proposed the related policy recommendations to improve the contribution rate of marine fishery science and technology progress, to promote the modern fishery industry transformation and upgrading and healthy development.
