选择合理的黑启动路径对电力系统大停电后快速、有效的恢复至关重要。经过对一系列赋权方法的研究与考量,选取可变熵模型确定黑启动指标的权重,该模型具有一定柔性,克服了经典熵权法权重分配差别过大、权重无法体现评价矩阵微小变化等问题。使用所得权重对灰关联法进行改进,构建黑启动方案关联系数矩阵,融合客观权重和关联系数实现方案的综合排序。利用所提方法对天津电网黑启动路径数据进行了评估,结果不仅证明了可变熵模型的合理性,也验证了结合灰色关联度的这套评估方法的有效性。

For restoring the power system fastly, reasonable selection of black-start schemes is very important. In this article, flexible entropy model is applied to compute weights of indexes after considering many weight methods. Comparing to traditional entropy method, the flexible entropy model addresses the issues that difference between weights of indexes is significant, no change in weights when assessment matrix changes slightly. Then the flexible weights are used to improve grey correlation method, and a new approach for assessing black-start schemes based on improved grey method is proposed. The proposed approach constructs a grey correlation matrix, fuses the flexible weights and grey correlation coefficient, and sorts the black-start schemes. Experiments are carried out on the data of black-start path of Tianjin power grid, the results show that the proposed approach is effective.
