基于已有共词网络研究基础,本文分析了广东省科技金融政策体系的结构特征。选取2006年-2018年4月出台的222份广东省科技金融政策文本作为研究对象,综合运用扎根理论、文本挖掘的方法,对政策文本进行词频分析、语义网络分析和中心性分析,并结合广东省“一二三多”的科技金融运行模式进行进一步验证。研究发现,广东省科技金融政策存在结构不合理、行业监管和退出机制的政策文本缺乏、专用性政策较少等问题。最后,提出了积极调整政策结构,加快制定并出台行业监管和退出机制的相关政策,完善“通用政策+专用政策”的多维度政策族群的相关建议,为后续广东省甚至全国的科技金融政策体系的完善提供借鉴。

Abstract:

Based on the research of existing common word network, this paper analyzes the structural characteristics of Guangdong"s science and technology financial policy system. Selecting 222 copies of Guangdong"s science and technology financial policy texts issued in April 2006-2018 as the research object, using the rooted theory and text mining method, the word frequency analysis, semantic network analysis and central analysis of the policy text, combined with Guangdong The province"s "one, two, three" technology financial operation mode was further verified. The study found that Guangdong"s science and technology financial policies have problems such as unreasonable structure, lack of policy texts for industry supervision and exit mechanisms, and fewer specific policies. Finally, it puts forward the policy of actively adjusting the policy structure, speeding up the formulation and introduction of relevant policies for the industry supervision and exit mechanism, and improving the relevant recommendations of the multi-dimensional policy group of “general policy + special policy”, which is the follow-up technology financial policy system of Guangdong Province and even the whole country. The perfection provides reference.
