基于不同空间尺度的绿色发展现状与过程比较分析

Comparison and analysis of the present situation and process of green development based on different spatial scales

摘要:

建设美丽中国是党的十九大在新时代提出的宏伟目标,而厘清中国绿色发展基本内涵,识别中国绿色发展现状与过程,是实现这个宏伟目标的基础和关键。本文通过归纳演绎与比较的方法提炼出中国绿色发展内涵特征,在此基础上,采用全国、地带性(东中西)和23个生态文明示范城市的面板数据,比较中国绿色发展在不同空间尺度下的现状与过程。研究发现：（1）从现状来看,虽然中国绿色发展水平势头良好,但是整体水平较低,内部差异显著,发展任务艰巨。总体而言,东部地区仍然是绿色发展的核心地区,中西部地区是绿色发展的潜力增长区,而生态文明示范城市一直没有充分发挥政策支持区的优势。（2）从过程来看,中国绿色发展的分布范围整体呈现出空间收缩趋势,北—东方向是高水平绿色发展集中地区,空间上绿色发展正朝着均衡方向演进。最后,本文据此提出了相应的政策建议。

Abstract:

The 19th CPC National Congress put forward a great goal of building beautiful China in the new era. To clarify the basic connotation of green development, identify the present situation and process of green development in China is the foundation and key to achieve this ambitious goal. In this paper, the connotation and characteristics of green development in China are extracted through the methods of induction, deduction and comparison. Based on this, panel data of the 23 demonstration cities of the national, zonal and ecological civilization are used to empirically test the present situation and process of green development in China under different spatial scales. The research finds that: (1) from the present situation, although China"s green development level is good, its overall level is relatively low, the internal difference is significant, and the development task is arduous. Overall, the eastern region is still the core area of green development, the Midwest is the potential growth area for green development, while the demonstration city of ecological civilization has not fully played the advantage of the policy support area. (2) from the perspective of process, the distribution scope of green development in China shows a spatial contraction trend. The north-east direction is the green development concentrated area with high-level, and the green development in space is moving towards the equilibrium direction. Finally, based on the conclusions, this paper puts forward concrete suggestions.
