摘要:

海洋经济的高质量发展离不开海洋科技成果的有效转化，而提高海洋科技成果转化率离不开完整高效的科技成果转化服务体系。围绕海洋国家实验室科技成果转化服务体系，在对其现状、功能与特征进行分析的基础上，总结出诸如线上服务繁杂、市场评估混乱、复合型人才缺乏、缺少针对性法律等相关问题，并据此提出五条针对性建议：集中构建规范线上服务平台，转变评估方式，培养高层次综合人才，加强科研工作者与技术经理人的交流合作，完善海洋领域成果转化法规与制度。

Abstract:

The high quality development of marine economy is inseparable from the effective transformation of marine scientific and technological achievements, but improving transformation rate is inseparable from a complete and efficient transformation system of scientific and technological achievements. On the basis of the analysis of the status, function and characteristics of the marine national laboratory scientific and technological achievements transformation service system, this paper finds some problems such as the complex online service, the confusion of market evaluation, the lack of compound talents, and the lack of pertinent laws. Then, the paper puts forward five pertinent suggestions: centralized construction of standard online service platform, change the evaluation method, develop high-level comprehensive talents, strengthening the cooperation of scientific researchers and technical managers, perfecting the laws and regulations for the transformation of the achievements of the marine field.
