    摘要:

    教育类项目支出是公共财政支出的重要组成部分。随着对教育领域关注的提升,教育类科研支出规模开始呈上升趋势,教育类科研项目种类和数量也开始出现双增长势态。然而,教育类科研项目的绩效评估的研究却远滞后于实践发展,难以较好地指导教育领域科研项目发展的实践。本文以教育类科研专项绩效为研究核心,通过对相关文献和广州市教育专项样本数据进行分析,以期全面而完整地呈现广州市教育专项整体绩效水平,并从事前项目安排、事中项目管理、事后项目结果、事毕学习改进四个层面涉及的十八项指标,探究教育性科研专项绩效的影响因素。在此基础上根据项目绩效水平及各影响因素的作用强度提出改进建议,以期为后续探索教育科研专项问题、提高其绩效水平提供参考和依据。

    Abstract:

    Educational research expenditure is an important part of public financial expenditure. With the increase in attention in the field of education, the scale of education and research expenditure has begun to rise, and both the types and quantities of education have begun to show growth trend. However, the research on the performance evaluation of educational research programs is impossible to guide the practice of scientific research projects because it lags far behind the practical development of educational scientific programs and fiscal expenditures. This paper takes the performance of educational scientific program as the core of the research to present the overall performance level of the basic educational scientific program in Guangzhou comprehensively and completely through analyzing the relevant literature and the sample data. Then explore the influencing factors of the performance of educational scientific program from four aspects including the pre-existing project arrangement, the project management in the event, the outcome of the post-event project, and the improvement of the post-event project. On this basis, we can propose some conclusion to provide reference and basis for the subsequent exploration of educational research program and improve their performance according to the performance and the intensity of each influencing factor.
