基于专利转化的高校生物医药专利质量评价研究

Quality Evaluation of Biomedical Patents based on Colleges and Universities Patent Transformation

采用文献研究结合Logistic回归分析方法构建专利质量评价指标体系和专利质量评价模型，基于高校生物医药专利转化的角度进行专利质量评价模型检验与验证，对比分析中国、美国代表性高校生物医药专利质量。研究结果显示：被引次数、简单同族专利数、权利要求项数、首项权利要求字数、专利文献页数和是否委托专利代理机构6项指标与高校生物医药专利质量具有显著的相关性；中国高校生物医药专利质量与美国尚存差距，主要体现为缺乏基础专利、核心专利和国际专利布局，此外专利文本撰写质量尚待提升。

Abstract:

In this paper, the patent quality evaluation index system and the patent quality evaluation model are constructed by means of the literature study and the logistic regression analysis method, based on the transformation of biomedical patents in colleges and universities, the patent quality evaluation model is tested and verified, comparatively analyzes the biomedical patent quality of representative colleges and universities in China and the United States.The results of the study show that: there is a significant correlation between six indexes and the quality of biomedical patents in colleges and universities,including the number of citation, simple number of patents of the same family, the number of claims, the number of words of the first claim, the number of pages of patent documents, whether or not to entrust a patent agency; there is still a gap between the quality of biomedical patents in Chinese colleges and universities and that in the United States, which is mainly reflected in the lack of basic patents, core patents and international patent layouts, in addition, the quality of patent text writing needs to be improved.
