运用考虑非期望产出SBM超效率模型以及DEA视窗方法测算我国工业行业2012-2016年的碳排放效率,并划分成高、中、低效率水平探讨行业差异性,然后检验环境规制、技术创新对工业行业整体碳排放效率的影响。研究结果表明:近年来我国工业行业的碳排放效率整体水平较低,呈现出不稳定的状态;低效率水平行业占绝大多数,高效率水平行业占比较低;环境规制可以通过促进企业提高技术创新水平,以改善碳排放效率,行业市场容量、行业所有制结构的提高可以有效提升碳排放效率,禀赋结构与碳排放效率有负相关关系,企业规模对碳排放效率的作用并不显著。

By using the undesired output of SBM super-efficiency model and the DEA window method to measure China’s industrial sector carbon emission efficiency during 2012-2016, and classify it into high, medium and low efficiency levels to explore the industrial differences, and then examining the impact of environmental regulations and technological innovation on the overall carbon emission efficiency of the industry. The result show that: In recent years, the overall level of carbon emission efficiency in China’s industrial sector is low, showing an unstable state. The low efficiency industries accounts for the overwhelming majority, and the high efficiency industries accounts for a lower proportion. Environmental regulation can improve the carbon emission efficiency by promoting enterprises to improve the level of technological innovation. The improvement of industrial market capacity and ownership structure can effectively improve the carbon emission efficiency. The endowment structure has a negative correlation with carbon emission efficiency, and the role of enterprises size is not significant.
