由于公益类科研院所是国家创新体系的重要组成部分,新时代探究公益类科研院所创新管理切合时代发展需要。当前我国公益类科研院所创新管理面临管理自主权弱化、学术自治权虚位、科技服务效益不足和管理工具理性不够等实践难题；新公共管理理论框架下推进我国公益类科研院所架构重构、权力回归、机制共融和工具借鉴成为破解实践难题的有效路径。

Abstract:

As the public scientific research institutes are an important part of the national innovation system, the new era explores the innovative management of public scientific research institutes to meet the needs of the development of the times. At present, innovation management of China's public scientific research institutes faces practical difficulties such as weakening of management autonomy, the deficiency of academic autonomy, insufficient efficiency of science and technology services, and inadequate management tools, etc.; under the framework of the new public management theory, the restructuring of public scientific research institutes in China is promoted. The return of power, the communion of mechanisms, and the use of tools have become effective ways to solve practical problems.
