由于公益类科研院所是国家创新体系的重要组成部分,新时代探究公益类科研院所创新管理切合时代发展需要。当前我国公益类科研院所创新管理面临管理自主权弱化、学术自治权虚位、科技服务效益不足和管理工具理性不够等实践难题；新公共管理理论框架下推进我国公益类科研院所架构重构、权力回归、机制共融和工具借鉴成为破解实践难题的有效路径。
