Construct Establishment and Dimensions Division of the Efficiency of PPP Project：An Exploratory Research Based on Grounded Theory

公私双方良好的合作是PPP项目成功的关键,而以往的项目成功和项目(管理)绩效无法对双方合作效果做出更细致的评价,故基于契约经济学中的“合同效率”,提出PPP项目效率这一构念。首先,基于扎根理论,通过文献分析及访谈获取原始资料,并导入Nvivo10软件进行编码,得到PPP项目效率的维度划分,其包括21个副范畴、8个主范畴及3个副核心范畴；其次,根据编码结果得出PPP项目效率概念模型,对其做了相应的概念释义,并与既有的类似概念进行区分。结果表明：PPP项目效率与先天性、客观性因素无关,其主要由相关制度安排以及项目参与者因素决定,最终通过合同主体的履约程度、项目目标的实现程度以及核心利益相关者的满意程度来衡量。

Abstract:

It is the key for PPP projects to get success that the good cooperation between the public and the private, however the project success and the project (management) performance cannot make a more detailed evaluation on the cooperation effects of the public and the private. Therefore, the construct of the efficiency of the PPP project is proposed based on the “contract efficiency”, which is from the contract economics. Firstly, based on Grounded theory, the original data are obtained through literature analysis and interview, and the research materials are coded through the software of Nvivo10 to get the dimension of the PPP project efficiency, which includes twenty-one sub categories, eight main categories and three sub-core categories. Secondly, the concept model of PPP project efficiency is obtained according to the coding results, corresponding concepts are interpreted, and the definition of the concept is proposed by distinguishing the existing similar concepts. The results show that the efficiency of PPP project has nothing to do with the innate and objectivity factors, which is mainly determined by the relevant institutional arrangements and the factors of the project participants. Finally, the efficiency of PPP project is measured by the degree of performance of the contract subject, the realization degree of the project goal and the satisfaction degree of the core stakeholders.
