产业结构调整与环境污染的联动效应——基于中国省际面板数据联立方程组的实证研究

[内容]我国目前同时面临环境污染问题加剧和经济增长放缓两大难题,通过产业结构调整不仅可以解决环境污染问题,还可以解决经济增长放缓的问题。现有研究认为,产业结构调整有利于缓解污染治理,但是忽略了环境污染对于产业结构的倒逼机制,环境污染严重时会倒逼政府加强环境规制,导致污染成本上升,从而迫使产业结构发生改变。因此产业结构调整和环境污染存在相互影响的联动关系。为了解决这种相互影响所引发的内生性问题,本文使用联立方程组对产业结构调整与环境污染间的互动影响进行了实证研究,结果发现产业结构对于环境污染治理的改善作用和环境污染对产业结构调整的倒逼机制都是存在的。但是由于产业结构调整一般是不可逆的,所以两者的互动效应会逐步减弱。因此,需要政府实施政策推动产业结构调整,从而推动经济增长和改善环境质量。

Abstract:

At present, China is facing both the problem of environmental pollution and the slowdown in economic growth. Through the adjustment of industrial structure, it can not only solve the problem of environmental pollution, but also solve the problem of slowing economic growth. The existing research suggests that the adjustment of industrial structure is conducive to alleviating the pollution control, but ignoring the environmental pollution for the industrial structure of the forcing mechanism, environmental pollution will overwhelm the government to strengthen environmental regulation, leading to rising pollution costs, thus forcing the industrial structure changes The Therefore, there are mutually beneficial linkage between industrial structure adjustment and environmental pollution. In order to solve the endogenous problem caused by this interaction, this paper uses the simultaneous equations to study the interaction between industrial structure adjustment and environmental pollution. The results show that the industrial structure is effective for environmental pollution control and environmental pollution. Industrial structure adjustment of the forcing mechanism is there. But because the industrial structure adjustment is generally irreversible,the interaction effect between the two factor will gradually weaken. Therefore, the government needs to implement policies to promote industrial restructuring, thus promoting economic growth and improving environmental quality.
