国内主要省市技术转移人才体系建设比较研究及对广东的启示

Comparative study on the construction of technology transfer talents system in major provinces and cities of China and Its Enlightenment to Guangdong

摘要:

建设技术转移人才体系，培育一支高素质专业化人才队伍，对于完善广东技术转移体系建设和促进技成果转移转化具有重要意义。本文从技术转移人才培训体系、职业资格认证、政策举措等方面比较研究北京、上海、浙江、江苏（苏州）、深圳等省市技术转移人才体系建设情况，为广东技术转移人才体系建设提供有益的借鉴，提出了积极发挥政府引导和支持作用、技术转移机构和技术转移人才同步发展、建立多层次技术转移人才培养体系、开展技术转移人才职业资格认定、推动技术转移人才区域一体化发展等对策建议。

Abstract:

It is of great significance to build a technology transfer talent system and cultivate a team of high-quality professional talents to improve the construction of Guangdong's technology transfer system and promote the transfer of technological achievements. This paper compares and analyzes the construction of technology transfer talents system in Beijing, Shanghai, Zhejiang, Jiangsu（Suzhou）and Shenzhen from the aspects of technology transfer talents training system, vocational qualification certification and policy measures, etc.It provides a useful reference for the construction of Guangdong technology transfer talents system，Some countermeasures and suggestions are put forward, such as actively playing the role of government guidance and support, synchronizing the development of technology transfer institutions and technology transfer talents, establishing a multi-level training system for technology transfer talents, carrying out the identification of professional qualifications of technology transfer talents, and promoting the regional integration development of technology transfer talents.
