基于PSR模型的山西省新型研发组织培育机理研究

摘要:

培育和建设新型研发组织是实施创新驱动发展战略的重要支撑。在梳理先前文献的基础上,拓展PSR模型,构建山西省新型研发组织培育的“驱动力-状态-响应策略”的分析框架,即从国家、横向对比和山西省自身等层面挖掘山西省新型研发组织培育的驱动力,从创新变革观念滞后、政策缺失、体制机制不健全和竞争力弱等方面阐释山西省新型研发组织培育的现状,从经验借鉴、顶层设计、政策完善、融资多元化、评价科学等方面提出了促进山西省新型研发组织培育和发展的对策。

Abstract: Cultivating and building New-type R&D Organization is the important support of implementing innovation-driven development strategy.The paper expanded he PSR model and constructing the analysis framework of "driving force-state-response strategy" of New-type R&D Organization in Shanxi province based on combing the previous literature.Namely, the Driving Force of New-type R&D Organization Cultivation in Shanxi Province from State, Horizontal Comparison and Shanxi Province is excavated, the present situation of New-type R&D Organization cultivation in Shanxi province from the aspects of the concept of innovation and change lagging behind, lack of policy, institutional mechanism and weak competition are explained, some countermeasures are put forward to promote the cultivation and development of New-type R&D Organization in Shanxi province from the aspects of experience learned, top-level design, policy improvement, financing diversification and scientific evaluation.
