Abstract:Defining CO2, SO2, wastewater and solid waste emitted by the power industry as environmental pressure indicators, and based on the actual responsibility sharing and adjustment of embodied pollutant emissions, the ecological efficiency of China's power industry is measured from the perspective of interprovincial environmental pressure transfer: first, the superefficient SBM model with non-expected output and the GML index model are employed to measure the ecological efficiency of the power industry from the static and dynamic views respectively; and GML index further are used to explore the internal driving factors of its change.The results are as follows: the static spatial distribution of the ecological efficiency is obviously different, which mainly shows the characteristics of decreasing from the southeast to the northwest; the dynamic evolution is characterized by the increasing year by year with “W” type fluctuating trend. At the same time, technological advance is the key factor to promote the efficiency growth; scale efficiency could suppress the growth of the efficiency; the regional differences of the effects on scale efficiency and pure technical efficiency is more obvious than that of technological advance. Lastly, based on empirical results, the paper puts forward relevant conclusions and policy implication.
