    将电力行业排放的CO2、SO2、废水和固体废弃物定义为环境压力指标,在对随电力转移的同时转移的环境压力进行责任分摊前提下,利用超效率SBM模型和GML指数法测度生态效率及演变过程,并与传统测度结果进行对比;根据GML指数的分解式探究效率变化的内在驱动因素。结果表明:环境压力转移视角下效率呈东南向西北递减的空间分布特征;效率变化逐年不断提升,但呈“W”型波动趋势。技术进步是效率增长的关键因素,规模效率会抑制增长,规模效率和纯技术效率的增长驱动作用区域差异性比技术进步因素明显。最后,总结出文章结论和提出相应的对策建议。

    Abstract:

    Defining CO2, SO2, wastewater and solid waste emitted by the power industry as environmental pressure indicators, and based on the actual responsibility sharing and adjustment of embodied pollutant emissions, the ecological efficiency of China's power industry is measured from the perspective of interprovincial environmental pressure transfer: first, the superefficient SBM model with non-expected output and the GML index model are employed to measure the ecological efficiency of the power industry from the static and dynamic views respectively; and GML index further are used to explore the internal driving factors of its change.The results are as follows: the static spatial distribution of the ecological efficiency is obviously different, which mainly shows the characteristics of decreasing from the southeast to the northwest; the dynamic evolution is characterized by the increasing year by year with “W” type fluctuating trend. At the same time, technological advance is the key factor to promote the efficiency growth; scale efficiency could suppress the growth of the efficiency; the regional differences of the effects on scale efficiency and pure technical efficiency is more obvious than that of technological advance. Lastly, based on empirical results, the paper puts forward relevant conclusions and policy implication.
