智库评价模式与区域智库影响力评价研究*

Research on evaluation model of think tank and impact evaluation of regional think tanks

公正、科学的智库测评不仅能够促进智库资源的优化配置,更有利于推动智库整体实力的提升。选择国内外具有一定影响的智库评价体系,通过比较的方式归纳了智库评价模式特点,结合中国国情,构建了智库资源、智库学术影响、智库决策影响、智库社会影响、智库国际影响五维度区域智库评价指标体系,利用《全国软科学研究机构统计调查》统计指标数据,采用熵权—TOPSIS评价模型,开展区域智库影响力评价。区域智库影响力差序格局与区域经济发展水平存在密切的关联关系,区域智库影响力的五个维度都表现较好的省份主要分布在东部沿海经济发达地区,西部地区相对排名靠后；有些省份五个维度排名变动幅度较小,而有些省份排名变动幅度较较大；省市区间智库影响力得分差距巨大,从大到小呈梯度分布状态。

Abstract:

Impartial and scientific evaluation of think tanks can not only promote the optimal allocation of resources of think tanks, but also promote the improvement of the overall strength of think tanks. The evaluation system of think tanks with certain influence at home and abroad was selected, and the characteristics of the evaluation model of think tanks were summed up by way of comparison. In the light of China"s national conditions, a five-dimensional regional think tank evaluation index system for think tank resources, academic influence of think tanks, decision-making influence of think tanks, social influence of think tanks and international influence of think tanks was constructed, and the influence evaluation of regional think tanks was carried out using the statistical index data of the National Survey of Soft Science Research Institutions, using the entropy right-TOPSIS evaluation model. There is a close correlation between the differential order pattern of influence of regional think tanks and the level of regional economic development. The provinces with good influence in the five dimensions and the comprehensive ranking are mainly distributed in the eastern coastal economically developed areas, and the western areas are relatively lower; some provinces have a smaller change in the five dimensions ranking, while some provinces have a larger change in the ranking.
