随着国家创新型战略和“一带一路”的深入，国内高校迎来了国际科研合作的巨大机遇。然而在国际科研合作中知识产权问题依然是国内高校与国外企业强烈碰撞的焦点之一，存在着知识产权流失、智力劳动无法正常体现等诸多问题。本文以国际科研合作中的核心知识产权条款为例，阐述了形成上述问题的原因，并从知识产权管理模式、政策指导和分类科研考核三个方面提出对策。

As the implementation of national innovation strategy and the “B R” initiative, China’s universities faces enormous opportunities during International Cooperation. However, the intellectual property rights (IPR) issue is still a focal point of disputes between China’s universities and international enterprises, which may lead to intellectual property drain, failure of sharing results of the intellectual work and so on. This thesis is going to take the core item of the IPR agreement in the international academic research, analyze the cause of these problems and propose the countermeasure in terms of IPR management model, policy instructions, and classified research evaluation.
