广东省中药高新技术企业知识产权创新效率研究

摘要:

目的：对2017年广东省中药高新技术企业（简称“高企”）知识产权创新效率进行静态评价。方法：运用DEA模型对90家广东省中药高企从每家企业及不同规模两个维度进行综合效率、纯技术效率、规模效率及规模效益分析。结果：全省有70%的中药高企综合效率不能保持在1的水平，有50%的中药高企纯技术效率达不到1，有21%的中药高企规模收益处于递减状态；大型中药高企效率平稳，中型中药高企处于迅速发展阶段，小型中药高企仍处于起步阶段。结论：为了提高中药高企知识产权的质量，本研究认为应该精简中药研发费用，重视企业中药研发软实力如中药知识产权数据库等方面的建设；建立中药“技术—知识产权”合作模式，形成专利池；将中药知识产权管理工作深化、常态化。

Abstract:

The study had evaluated the creational efficiency of intellectual property in Chinese herb’s high-tech enterprises in Guangdong. The study would use DEA model to analyze the overall efficiency, technical effciency and scale efficiency of 90 Chinese herb’s high-tech enterprises which were still on register in Guangdong, in the two perspectives of every single enterprise and different scale of enterprises. The creational effciency of intellctual property had been uneven in Peral River Delta. In the perspective of different scale, the large Chinese herb’s high-tech enterprises had a steady efficiency, the medium were in the stage of development and the small were still in the early stage. The suggestions to raise up the creational efficiency include:streamlining R&D expenses and improving the patent conversion ability of Chinese herbs;establishing the intellectual property cooperation mode in Guangdong Province with different scale of Chinese herb’s high-tech enterprises; normalizing the management of TCM intellectual property; strengthening the construction of intellectual property personnel of TCM.
