Abstract:In order to accelerate the talent development of the Eastern, Western and Northern Region of Guangdong, and nurture Eastern, Western and Northern Region of Guangdong into a new growth pole, in recent years, a series of policies and measures have been carried out in Guangdong province to guide the flow of talents to the Eastern, Western and Northern Guangdong, the construction of talent team has achieved certain results. But there are still a lot of gaps compared with the Pearl River Delta region, the perfection, pertinence, effectiveness and attractiveness of talent policy are still insufficient. Through summarizing and combing the talent policy and implementation effect in the Eastern, Western and Northern Guangdong ,this paper analyzes the existing problems and draws lessons from the experience of catching up with the talents at home and abroad, puts forward some suggestions for the breakthrough of the "soft bottleneck" for the breakthrough people in the Eastern, Western and Northern Region of Guangdong, from the aspects of perfecting the policy, innovation mechanism, building platform, improving management and optimizing service.
