为加快推进粤东西北地区人才发展,把粤东西北培育成新增长极,近年来广东省实施了一系列引导人才向粤东西北地区流动的政策和措施,人才队伍建设取得了一定成效,但与珠三角地区相比,仍有较大差距,人才政策的完善性、针对性、有效性、吸引力等方面尚显不足。本文通过总结梳理广东省粤东西北地区人才政策及实施成效,分析存在问题,借鉴国内外人才赶超的经验,从完善政策、创新机制、搭建平台、改进管理、优化服务等方面为粤东西北地区突破人才发展“软瓶颈”提出对策建议。

In order to accelerate the talent development of the Eastern, Western and Northern Region of Guangdong, and nurture Eastern, Western and Northern Region of Guangdong into a new growth pole, in recent years, a series of policies and measures have been carried out in Guangdong province to guide the flow of talents to the Eastern, Western and Northern Guangdong, the construction of talent team has achieved certain results. But there are still a lot of gaps compared with the Pearl River Delta region, the perfection, pertinence, effectiveness and attractiveness of talent policy are still insufficient. Through summarizing and combing the talent policy and implementation effect in the Eastern, Western and Northern Guangdong ,this paper analyzes the existing problems and draws lessons from the experience of catching up with the talents at home and abroad, puts forward some suggestions for the breakthrough of the "soft bottleneck" for the breakthrough people in the Eastern, Western and Northern Region of Guangdong, from the aspects of perfecting the policy, innovation mechanism, building platform, improving management and optimizing service.
