信息化标准是一个由政府、机构、企业等组成的综合复杂系统，信息化标准策略的实施效果是各因素相互作用的结果。[目的]本文为了研究影响信息化标准策略实施效果的各因素之间的因果关系，[方法]通过构建信息化标准的系统动力学模型，模拟了信息化标准策略的各要素及不同取值与系统行为之间的变化关系，[结论]得出了信息化标准系统表现较优时的变量组合或系统结构，从而对更好的实现信息化标准策略实施效果提出了对策建议，对提高企业或国家信息化标准建设的经济价值提供了参考意见。

The information standard is a comprehensive and complex system composed of government, institutions, enterprises, etc. The implementation effect of the information standard strategy is the result of the interaction of various factors. [Objective] In order to study the causal relationship between the factors affecting the implementation of the informatization standard strategy, [method] simulates the elements of the information standard strategy and different values by constructing the system dynamics model of the information standard.
