    科学研究作为大学的重要社会职能,在高校发展水平的评估中备受关注。通过分析当前国内外主要大学第三方评价的指标体系可知,科研相关要素在评价体系中占据着关键地位。科研能力与水平和大学的竞争力密切相关,跻身世界一流大学行列离不开一流的科研能力。科研的质量与水平、学术的声誉与影响力、科研的国际协作力在大学第三方评估中越来越受重视。要理性认识和看待科研质量排名内涵及其对大学综合排名的影响,要将科研创新中追求真理、追求卓越的精神内涵融入大学精神,要推动科研学术资源的“教学转化”与“服务转化”,要警惕和摒弃提升科研水平的“短期效应”和“短视行为”。对大学第三方评估中科研要素的运用进行比较研究,可以从宏观上了解国内外高等教育第三方评估领域对科学研究的关注点和趋势,为高校科技管理部门、教育行政部门提供决策参考和建议。

    Abstract:

    As an important social function of universities, scientific research has attracted much attention in the evaluation of university development level. Based on analysis of the main third-party evaluation indicators of universities at home and abroad, we found that scientific research elements have played a key role in the evaluation system. Scientific research ability and level are closely related to the university competitiveness, and to become one of the world’s top universities can hardly do without first-class scientific research ability. The quality and level of scientific research, the reputation and influence of academic research, and the international collaboration of scientific research have been paid more and more attention in the third-party evaluation of universities. Based on the above research, the following suggestions are proposed: rationally understanding the connotation of scientific research quality rankings and their influence on comprehensive rankings of universities; integrating the academic spirit of pursuing truth and excellence into the university spirit; promoting the "teaching transformation" and "service transformation" of academic resources; guarding against and abandoning the "short-term effect" and "short-sighted behavior" of improving scientific research level. By the comparative study on the application of scientific research elements in the third-party evaluation of universities, the focus and trend of scientific research in the third-party evaluation of higher education can be macroscopically understood. And it is possible to provide decision-making reference and suggestions for the science and technology management department of universities and the administrative department of education.
