Abstract:Taking the reform policy of talent development mechanism in Sichuan Province from 2013 to 2017 as the research object, using content analysis and statistical measurement method, from the three dimensions of policy tools, policy objectives and policy intensity. Design analysis framework, coding policy texts, statistical description samples, empirical analysis of the policy effectiveness of Sichuan"s talent development system reform, and provide a reference model for talent reform in the new era. The research results show that the structural characteristics of Sichuan"s talent policy are mainly characterized by excessive environmental policy tools, insufficient supply- and demand-based policy tools; Policy objectives focus on talent size and innovation, quality and mobility of light talents; Policy trends and strategic adjustments are coordinated, but policy sustainability is insufficient. Therefore, the formulation of regional talent policies needs to focus on the operability of policies, improve the policy objectives structure, lead strategic development, strengthen policy implementation, and promote the systematic development of talent policies.
