全国先进制造研发基地建设水平分析 ---基于六省市的比较研究

摘要:

在京津冀协同发展规划中，天津市承担着全国先进制造研发基地建设的重要任务。通过构建指标体系，运用熵值法，对先进制造研发基地建设水平进行测度与比较，发现天津先进制造研发基地建设水平较低，在六省市中处于下游，在创新发展和智能化发展方面仍然存在短板。天津市应通过创造科技创新的制度环境、完善科技资金投融资体系、完善产业公共服务体系，弥补短板，加快全国先进制造研发基地建设。

Abstract:

In the coordinated development plan of Beijing, Tianjin and Hebei, Tianjin undertakes the important task of building the National Advanced Manufacturing R&D Base. By constructing the index system and adopting the entropy method, the construction level of the National Advanced Manufacturing R&D Base is measured and compared. It is found that the construction level of the National Advanced Manufacturing R&D Base is in the lower reaches of the six provinces and cities, and there are still shortcomings in innovation and intelligent development. Tianjin should create the system environment of scientific and technological innovation, perfect the investment and financing system of science and technology funds, perfect the industrial public service system, make up the short board, and quicken the construction of the National Advanced Manufacturing R&D Base.
