基于“人才安全屋”视角我国人才逆流研究

Research on the countercurrent of talents in China from the perspective of “safe house of talents”

摘要:

本文构建了一个以政策体制为落脚点，经济发展为出发点，人文环境为支撑点，发展潜力为着眼点四维度的“人才安全屋”理论模型，设计了一个“人才安全屋”指标体系,通过R语言编程对全国31个省市自治区的数据进行了人才区域逆向流动的实证分析和对比。分析结果表明：虽然我国东部、中部、西部地区人才逆流指数存在明显梯度差异，但随着国家“长江经济带”、“一带一路”等经济战略的稳步推进，在东部地区人才逆流指数稍有下滑趋势的同时，中部、西部地区展现出了上升的态势，这样有益于缩小我国区域贫富差距，增强区域发展协调性，促进经济结构转型升级。

Abstract:

This paper constructs a theoretical model of “safe house of talent”with policy system as its foothold,economic development as its starting point, humanistic environment as its supporting point and development potential as its starting point.An index system of “safe house of talent” is designed, and the data of 31 provinces, cities and autonomous regions in China are analyzed and compared by R language programming. The results show that although there are obvious gradient differences in the talent countercurrent index in the eastern, central and western regions of China, with the steady progress of the national economic strategies such as “Yangtze River Economic Belt” and “Belt and Road”, The talent countercurrent index is slight in the eastern region. At the same time, the central and western regions show a rising trend, which is beneficial to narrow the gap between the rich and the poor in China, enhance the coordination of regional development, and promote the economic structural transformation and upgrading.
