绿色创新是实现资源型城市经济增长、环境保护、社会和谐的有效途径,而构建资源型城市绿色创新能力评价指标体系是对资源型城市绿色创新能力进行评价的重要环节。本文以国内外具有代表性的机构和文献中的绿色创新能力高频指标为基础,根据绿色创新能力的内涵,结合资源型城市发展特点,海选70个数据可观测的指标,通过数据的正态分布检验后,选取非参数统计方法的灰关联系数与spearman分析方法定量筛选指标。既保证了指标之间信息不重复,又能显著影响评价结果,同时避免了现有研究忽略筛选方法使用条件就加以应用的弊端。以10个典型资源型城市2016年指标数据为样本,筛选并构建了包含27个指标的资源型城市绿色创新能力评价指标体系,验证了筛选方法的可行性和有效性。最后提出了相应的政策建议。

Green innovation is the effective?approach to?solve the problem of the economic?development, environmental protection and social?harmony. The establishment of the index system is an important?part?of the?comprehensive?evaluation?for?the green innovation capability about the resource-based cities. Based on the typical high-frequency indictors from the?foreign and domestic?literature, this paper selects 70 indicators and the observed?data under the connotation?of?green innovation capability?.After normal?distribution of date, the paper screens the indicators with the gray relational analysis method and spearman rank?relational?coefficient method. It guarantees that the screened indicators have little duplicate?information and significant effect on results. At the same time, it avoids the disadvantage that ignores the?conditions of screening methods before using in existing?research. The index system contains 27 indicators with 10 typical resource-based cities in 2016,which confirms the feasibility and effectiveness of this method.Finally, the?paper puts forward?some?policy.
