文化创意产业作为一种新的空间经济政策,经由一定规模的产业链集群效益,成为环境基础设施建设、保存文化资产价值、吸引创意阶层城市聚集及强化城市意象的主要政策。文化创意产业政策自1997年英国推行以来,目前已成为各国重要的发展策略之一。近几年来,海峡两岸积极发展文化创意产业,由此产生了大量文化创意产业园。从调研中发现,两岸文化创意产业园在发展过程中呈现出了不同的面貌。文章以上海和台北两地较具代表性的文化创意产业园为研究对象,通过实地调研和文献研究,对两岸创意产业政策加以梳理总结,一方面指出两岸文化产业园存在的差异,另一方面试图寻找两岸文化产业园差异化背后的原因,并对两岸文化产业园目前所存在的问题加以阐述。

As a new spatial economic policy, cultural and creative industries have become the main policies of environmental infrastructure construction, preservation of cultural assets value, attraction of urban agglomeration of creative strata and enhancement of urban image through a certain scale of industrial chain cluster benefits. Since the policy of cultural and creative industries was implemented in Britain in 1997, it has become one of the most important development strategies in various countries. In recent years, the two sides of the Taiwan Strait have actively developed cultural and creative industries,resulting in a large number of cultural and creative industrial parks. From the survey, it is found that the cultural and creative industry parks on both sides of the Straits present different features in the process of development. Taking Shanghai and Taipei as the research objects, this paper combs and summarizes the policies of creative industries across the Straits through field research and literature research. On the one hand, it points out the differences between cultural industrial parks across the Straits, and on the other hand, it tries to find out the reasons behind the differences between cultural industrial parks across the Straits. It also elaborates on the existing problems of cross-strait cultural industrial parks.
