Abstract:With the continuous deepening of the reform of the science and technology system, New Scientific Institutions have gradually emerged in China's innovation system. Based on the pasteur's quadrant theoretical model, this paper takes the Membrane Science & Technology Research Center of Jiangsu Industrial Technology Research Institute as an example to study the co-construction mode of a of new scientific institutions in Jiangsu, analyzes the rules of the organizational structure, management system, and operation mechanism and explores the path of the combination of science and technology and industrialization, which provides a new way to solve the "two skin" problem of science and technology and economy. Finally, this paper sums up the achievements of the Institute in the transformation of scientific and technological achievements, and puts forward the enlightenment of its co-construction, in order to form a demonstration effect of the reform of the scientific and technological system, and to drive the construction of new scientific institutions in the province and other provinces.
