海洋战略性新兴产业产学研合作：创新机制及启示

Industry－University－Research Institute (IUR) collaboration in Marine strategic emerging industries: Innovation mechanism and inspiration

摘要:

现有研究较少从产学研合作的视角去探讨海洋战略性新兴产业的科技创新问题。为了弥补现有研究不足，本文以西方海洋强国推动海洋生物医药产业发展所采取的产学研合作联盟为研究样本，试图从海洋科技创新价值链出发来理清产学研合作在海洋战略性新兴产业科技创新过程中的影响机制，同时通过调研比较分析，发现我国涉海类企业与学研机构（大学和科研院所）在创新价值链上合作互动出现了“脱节”问题，尚未形成“创新链前端的基础研究促进后端的产业技术开发和生产经营，创新链后端进一步反哺前端”的良好态势。基于此，本文从海洋科技创新三个环节（知识产生、开发与商业化）来梳理我国海洋战略性新兴产业的产学研合作创新所存在问题并提出相应建议与对策。

Abstract:

There are few studies on the science and technology （S&T） innovation of Marine strategic emerging industries from the perspective of the Industry－University－Research Institute (IUR) collaboration. To fill this research gap, the IUR collaboration adopted by maritime powerful nation in western to promote the development of Marine bio-pharmaceutical industry was taken as the research sample, this paper adopts the research perspective of the S&T innovation value chain to clarify the impact mechanism of IUR collaboration in the process of S&T innovation of Marine strategic emerging industries, and finds that the IUR collaboration is disjointed in the innovation value chain in China. Specifically, the favorable situation of "the basic research on the front end of the innovation chain promotes the development of industrial technology and production management on the back end of the innovation chain, and the back end feeds the front end" has not yet formed. Finally, this paper analyzes the existing problems of IUR collaboration innovation in China's Marine strategic emerging industries from the perspective of three steps of Marine S&T innovation (i.e., knowledge generation, knowledge development and knowledge commercialization) and puts forward some corresponding suggestions and countermeasures.
