Abstract:Under the background of pushing ahead the mixed ownership reform of S&T achievements utilizing state resources, by building the S&T achievements utilizing state resources property distribution model, this paper analyzes the dual agent relationship between the scientific research unit and the scientific researcher in the transformation of the sci-tech achievements. Through the construction of the distribution model of the property rights of the job science and technology achievements, this paper studies whether the mixed ownership of post scientific and technological achievements can effectively promote the transformation of scientific and technological achievements, how to distribute the proportion of property rights and what factors affect it. It is found that without mutual supervision, the mixed ownership of post scientific and technological achievements plays a positive role in the transformation of scientific and technological achievements, and the optimal distribution ratio of property rights of job scientific and technological achievements and the proportion of scientific research units and scientific researcher in the field of science and technology are also found to be positive in the transformation of scientific and technological achievements. When the mutual supervision between the scientific research unit and the scientific researcher is strong, it will change the ratio of the optimal property rights distribution of the post scientific and technological achievements.
