Software and Information Service Industry Special Fund Performance Evaluation Model Based on ANP

摘要:

由于财政专项资金经常出现不合理使用的情况，因此对软件和信息服务业专项资金进行绩效评价，有利于政府及时调整专项资金对各个企业的分配比重，完善财政支出管理，提高财政支出效益。本文在分析国内外软件产业专项资金的相关文献、法律法规的基础上，从政府、企业、园区的角度出发，综合运用德尔菲法、网络层次分析法，获得各个指标的权重，最终构建了软件和信息服务业发展专项资金绩效评价指标体系。

Abstract:

Due to the unreasonable use of special financial funds, the performance appraisal of the special funds of software and information service industries is helpful for the government to timely adjust the distribution of special funds to various enterprises, improve the management and performance of financial expenditure. This article analyzed a large number of domestic and foreign literature, laws and regulations related to the software and information service industries to develop special funds, used Delphi method and network-level analysis comprehensively from the view of government, business and park, got the weight of each indicator, and ultimately constructed a performance evaluation index system for the development of special funds for software and information service industries.
