利用数据包络分析法,测算2015年和2016年我国各省份创新型产业集群科技资源配置效率,得出结论:我国创新型产业集群科技资源配置效率较高,东部和西部地区的效率高于全国平均值;与纯技术效率相比,规模效率对科技资源配置效率的影响较大;非有效省份的创新型产业集群存在科技资源投入冗余和产出不足现象;各省份之间的科技资源配置效率差异不大,并呈缩减趋势。基于此,提出六点提升我国创新型产业集群科技资源配置效率的政策建议。

This paper calculates the allocation efficiency of scientific and technological resources of the innovative industrial cluster in Chinese various provinces in 2015 and 2016 by using data envelopment analysis method. The results show that: The allocation efficiency of scientific and technological resources in Chinese innovative industrial cluster is higher. The eastern and western regions are more efficient than the national average. Compared with pure technical efficiency, scale efficiency has a greater impact on the allocation efficiency of scientific and technological resources. The innovative industrial clusters in non-effective provinces have the input redundant and output insufficient phenomenon. The allocation efficiencies of scientific and technological resources among provinces vary lowly, and tend to decrease. Based on these conclusions, the paper puts forward six policy suggestions to improve the allocation efficiency of scientific and technological resources of innovative industrial clusters in China.
