互联互通蓝图下中国产业转型升级与经济中高速增长的互动关系机理研究

Research on the Mechanism of Interaction between China"s Industrial Transformation and Upgrading and High-speed Economic Growth under the Connectivity Blueprint

摘要:

全方位打造互联互通背景下我国产业面临着转型升级的迫切要求,经济中高速增长与产业转型升级密切相关。在互联互通蓝图下,产业转型升级与经济中高速增长的互动之间存在着一些亟待解决的问题如经济增长对传统产业存在惯性依赖、产业结构发展不均衡；现有体制机制制约产业活力、忽视产业转型升级对经济增长的延迟作用；产业壮行升级与经济中高速增长互动中人口老龄化、高端人才储备不足；缺乏企业家精神等。提出我国抓住互联互通提供的转型升级机遇,调整优化产业结构；加强体制机制创新,打造有为政府；转变人才投入方式,吸收引进外来优秀人才；激发和保护企业家精神,增强企业活力等以形成一个产业转型升级与经济中高速增长积极互动的良性格局。

Abstract:

In 2014, President Xi Jinping proposed to create a connectivity structure. Since then, China has put forward a series of policy measures to promote global economic, political, and cultural interconnection. Under this background, China"s industries are facing the urgent requirements of transformation and upgrading. The rapid growth of the economy is closely related to industrial transformation and upgrading. Under the connectivity blueprint, there are some urgent problems to be solved between the industrial transformation and upgrading and the interaction of high-speed growth in the economy. For example, economic growth has an inertial dependence on traditional industries and the industrial structure is unbalanced; existing institutional mechanisms restrict industrial vitality and neglect that industrial restructuring and upgrading have a deferring effect on economic growth; there is an aging population and lack of high-level personnel reserves in the interaction between industrial upgrading and high-speed economic growth; lack of entrepreneurship and so on. It is proposed that China should seize the opportunity of transformation and upgrading provided by connectivity, readjust and optimize the industrial structure, strengthen the innovation of institutional mechanisms, build a promising government, change talent input methods, absorb and attract outstanding talents from abroad, stimulate and protect entrepreneurial spirit, and enhance the vitality of enterprises. In this way, a benign pattern of positive interaction between industrial transformation and upgrading and high-speed economic growth can be formed.
